The latest Kincardine and Mearns Area Committee meeting was held on Tuesday 3rd March at Viewmount. The agenda and supporting reports are available here, along with the recordings of the public part of the meeting.
The reports presented and discussed were
· Mearns Academy Inspection Report
· K&M Area Committee Budget Applications 2025/26
Mearns Academy
Gareth Campbell, Headteacher at Mearns Academy, presented the first report, following the inspection of the school in November 2025. The report from Education Scotland was very positive, with the following evaluations.
Leadership of change – good
Learning, teaching and assessment – good
Ensuring wellbeing, equality and inclusion – very good
Raising attainment and achievement – good
Mr Campbell highlighted that the whole school community was proud of the results of the inspection but that the inspection process itself was dated, not sufficiently transparent, and a burden on all school staff. He also emphasised that it is a significant achievement for a secondary school to achieve a “very good” grading. The areas for improvement in the report are already incorporated into the school’s improvement plan.
Councillors congratulated Mr Campbell and clarified a few minor points.
Funding Applications
The second report presented was for three applications for funding from K&M Area Committee budget. The applications were as follows
• Portlethen & District Community Bowling Club – £1,500.00
• Stonehaven Folk Club – £467.00
• Bervie Caley Youth Football Club – £2,860.00
The available budget for 2025/26 was £35,600, with the remaining balance being £4,866.52. The applications were all agreed, with the budget now all committed. It was confirmed that each of the groups would be able to use the money before the end of the financial year. Councillor Carr also appreciated that it was a good spread of applications from across the whole area.
The final item on the agenda was the Environment and Infrastructure Services Procurement Plan, which was discussed in private.
The next meeting will be held on Tuesday 24th March.
